BOARD OF DIRECTORS MONTHLY MEETING MINUTES
MARCH 21, 2018
The BOD meeting was called to order by Don Toth at 7:00 p.m. in the Tanglewood Club House/Bingo area. The meeting opened with the Pledge of Allegiance. Estimated number of residents in attendance was 142. The Mission Statement was read. In addition, all residents are welcome to attend the HOA monthly meetings, whether a current paid member or non-member.
Roll Call was taken by the secretary, Donna Scorse. Those in attendance: Don Toth, Jack Nelson, Merritt Wiley, Bob Cartwright, Charlie Coupe, Judith Eckstein, Janet Peterson, Tom Guinther, Bob Sisson, Jeff Donde, Donna Scorse. There was a legal quorum.
Minutes from February’s BOD meeting were sent out to all board members. A motion to approve without changes: Donna Scorse; support by Janet Peterson. Unanimous voice approval.
PRESIDENT’S REPORT: DON TOTH
The HOA continues to follow up on the mediation demands, through our attorney and HTA. At this time, HTA has declined to act upon any of our demands. We will continue to try and meet with HTA but at this time no date has been scheduled; and we move the process to the filing of a law suit.
EXECUTIVE VICE PRESIDENT REPORT: JACK NELSON
Roadways, Gates and Safety. Camera run of street drainage in problem site areas as identified by HTA, Tom Guinther and Jack. Contract has been awarded to Shenandoah for basic repairs. Estimated time for repairs is six weeks. (This for below surface issues only). Contract awarded to Action Paving and Seal Coating for black top. They are anticipating completion of all areas in 2.5 months; this after Shenandoah has completed their work. Once completed HTA will have their engineer analyze the streets and determine future action; if necessary.
HTA received a bid for the park gate system/Brooker Fencing. There is no specific date from HTA when this project will begin.
TREASURER’S REPORT: BOB CARTWRIGHT:
Beginning February balance: $21,884.66
Ending February balance: $22,634.22
A motion to approve financials by Bob Cartwright; support by Judith Eckstein. Unanimous voice approval.
ASSISTANT TREASURER’S REPORT: JEFF DONDE
An audit for the last two years is being considered. Audit may be preformed by Marilyn Schoppenhorst. Marilyn resides in the park and is currently the treasurer for TMAC.
SECRETARY REPORT: DONNA SCORSE
The HOA membership drive has been completed. Currently there are 684 paid members – 62.5 percent (62.5%) of the total 1094 homes. This is a 16.5 percent increase in membership from last year. Membership committee members were recognized for their continued endeavor to increase HOA memberships.Badge “dingles” design have been reserved with Billie. Any interested HOA member may purchase their “dingle” either through Donna or Billie. Cost is $3.50 each. Prepayment is required to purchase “dingles”.
STATUTORY COMMITTEE REPORT: TOM GUINTHER
Reviewed our four goals and objectives.
Reduction in monthly lot rent to correct the current disparity between Tanglewood and comparable communities.
Equalization of all Tanglewood “Outback” home rental rate increases to the same percentage as the majority of homes in Tanglewood.
Immediate application of the final layer of pavement on all Tanglewood streets not having this asphalt layer applied; along with the institution of a continued maintenance program.
If a promised renovation project is unable to be completed in any year, the project should be moved to the front of the next year’s capital project list; not summarily eliminated.
The above goals and objectives will be entered into a pending law suit as outlined; if necessary.
AMENITIES: CHARLIE COUPE
There are two changes from last month’s report. Street grates are being repaired. New sound barriers are being installed in the Pickleball Court.
COMMUNICATION COMMITTEE: CHARLIE COUPE
Nothing to report at this time.
SALE OF HOMES: JUDITH ECKSTEIN
There were eleven (11) homes sold in the month of February. HTA sold four (4) homes for an average of $60,000. Four Star sold one (1) home for an average of $18,000. Florida Homes sold five (5) homes for an average of $32,000. Sixty-two (62) homes sold in 2017 for an average of $40,500. The average list price was $71,800. Highest sale price was $67,000.
COMMENTS AND SUGGESTIONS: JANET PETERSON
Janet met with HTA on March 12 and reviewed comments from number #1806-#1813. Data sheets with HTA responses have been placed within the HOA board/cabinet on March 21 for perusal by all Tanglewood residents.
BOARD MEMBER: BOB SISSON made the following comments. Tom Guinther and Bob will be meeting with the HOA attorney to assist in drafting the verbiage for the filing of the Civil Law Suit. With the increase of the HOA membership we are mobilizing our presence with HTA as there is strength in numbers. He stressed the importance that once the lawsuit is filed it immediately becomes public record.
President Don Toth addressed the Board. He requested elevating the “status” of Board member, Tom Guinther. If Tom was elevated to Vice President that would alleviate Tom from having to seek permission to speak with the HOA attorney. This also would allow Tom to take on more responsibility. A motion to approve by Jack Nelson; support by Merritt Wiley. Unanimous voice approval.
