Board of Directors Meeting Minutes for September 18, 2013

The Board of Directors meeting was called to order by Don Toth at 10:00 A.M. in the Tanglewood rec hall bingo area. Don Toth led the Pledge of Allegiances to the flag.
Estimated number of residents in attendance was 171.
Don Toth introduced the new park manager Rick Sellers and announced he would say a few words on behalf of Home Town America.
Rick Sellers announced his open door policy and is available on Tuesdays and Thursdays to discuss any issues a resident may have. He proceeded to tell the accomplishments that have been completed in the last ninety days. Including installation of the handicap pool chair, installation of the sound matting in the pickle ball courts, new hand dryers in the bathrooms, new ice machine at the north end of the rec hall, the rec hall has a new safety alarm system and the roof has been cleaned, rebuilt five of the fitness machines, internet wireless has been installed in the rec hall and outback camping area along with new shrubs and plants being planted throughout the park. The following are in the next year’s budget; install a WII system in one of the rooms, rebuild the dog run area including installation of a 16 X 16 shelter and pave the cart path and a security system to the fitness room.
To reaffirm the HOA purpose, Don Toth read the HOA’s “Mission Statement.” In addition, all residents are welcome to the meeting whether they are paid or unpaid members of the HOA.
Roll call was taken by Merritt Wiley. Present: Don Toth, Jerry Callen, Garland Wampler, Bill Evans, George Weyrauch, Bob Cartwright, Nancy Gallagher and Merritt Wiley. Jack Nelson was excused from the meeting. Don announced we have a quorum.
Merritt Wiley read the minutes from the special Board of Directors meeting of July 17, 2013.
Board members acknowledged receipt of the secretary’s minutes from the July 17, 2013 Board of Directors meeting. Don Toth asked for a motion to accept the July 17, 2013 HOA meeting minutes. Nancy Gallagher made a motion to accept the minutes; it was seconded by Bob Cartwright and passed by all Board members.
President’s report: Don Toth reported we had complained to the Home Town America COO Stephen Braun our dissatisfaction with the previous park manager. As a result we have a more professional representative with Rick Sellers and our problems in the community are being attended to. He is doing a far superior then the previous manager. Our BOD and committees are working diligently for the community and are seeing a result of these efforts. We currently have 60 residents working on various committees and are always looking for volunteers for committee and board positions. Dues statements will be sent out next month so do your part by supporting your Home Owners Association and be a dues paying member. We have not raised the amount from the original $20.00. However if you would like to make an additional donation, be as generous as possible.
Vice President’s report: Jack Nelson was absent from this meeting.
Secretary’s report: Merritt Wiley had nothing to report.
Treasurer’s report: Bob Cartwright gave the treasurer’s report covering June, July and August. Beginning balance for June 1, 2013 was $3,722.43. Deposits made were $200.00 with total expenses of $115.98. Ending balance as of August 31, 2013 was $3,806.45. George Weyrouch made a motion to accept the Treasurer’s report, seconded by Bill Evans and passed by all Board members.
Other Board Member reports: Jerry Callen reported some of the street drains are being worked on, trees will be trimmed in October and we WiFi in the pool area.
No other reports were given by Board members.
Don Toth asked for a motion to accept all officer reports. Bill Evans made the motion to accept all officer reports; it was seconded by Garland Wampler and passed by all Board members.
Don Toth asked for committee reports:
Property rents committee: Garland Wampler reported HTA is not justifying our rent increase as listed in 723. Also, comparable parks are not being used as part of their rent increase justification.
Amenities committee: Merritt Wiley had nothing to report.
Resales and rentals committee: Reggie Maxom reported from January 30 up to last week.
Four Star Sales has sold 57 homes. Three months ago, the average sale price per home was $27,000.00. The average for last week was $33,000.00 per home so the average price per home is increasing. If your home is listed with Four Stars it will not be listed on Home Town America’s web site but on Four Stars web site. Currently, Four Stars has 94 homes listed from Tanglewood which is a little less than the normal average of 10%.
Acquisitions committee: Don Toth reported Don Toth, Merritt Wiley and Nancy Gallagher are on this committee and investigating what is required to purchase the park if it ever came up for sale.
Suggestions and Comments committee: Jerry Callen had nothing to report.
Elections committee: Merritt Wiley had nothing to report.
Outside vendors committee: Jack Nelson was absent from the meeting.
Statutory Committee: Don Toth had nothing to report.
Unfinished business: There was no unfinished business.
Garland Wampler noted that his Property Rents Committee will not be doing any further investigation into comparable rents at this time.
Old business: There was no old business.
New business: There was no new business.
Committee report acceptance: Don Toth asked for a motion to accept all committee reports. Bill Evans made a motion to accept all committee reports; Bob Cartwright seconded the motion and passed by all Board members.
Don Toth asked for comments and discussion from non-director members of the association.
Don Toth asked for a motion to close the meeting at 11:05 A.M. Merritt Wiley made a motion to close the meeting; it was seconded by George Weyrauch and passed by all Board members.
